Finance Minister Taiwo Oyedele said 2,100 workers in batches one to seven have been paid, while 600 in batches eight and nine were cleared.
Some beneficiaries died while waiting; payments will go to next of kin. The government also paid over 12,000 indigenous contractors and warned against inducements.
